HB 4018: Support

Dear Committee:

The Oregon Progressive Party supports HB 4018, which:

Makes governing body of coordinated care organization subject to Oregon’s public meetings law.
Allows Oregon Health Authority to contract with only one statewide coordinated care organization.
Requires expenditure of portion of coordinated care organization’s annual net income or reserves on services designed to address health disparities and social determinants of health.
Modifies composition of coordinated care organization governing body.

CCOs receive just about all of their funding from governments in Oregon. Their operations should be subject to the public meetings law.

As for the requirement that every CCO:

(C) Expend a portion of the annual net income or reserves of the coordinated care organization that exceed the financial requirements specified in this paragraph on services designed to address health disparities and the social determinants of health consistent with the coordinated care organization’s community health improvement plan and transformation plan and the terms and conditions of the Medicaid demonstration project under section 1115 of the Social Security Act (42 U.S.C. 1315).

"A portion" can be 0.000001%. The required "portion" should be specified in the statute.
