Position on Bill at 2018

The Oregon
Progressive
Party supports on this bill, which:
- Modifies
whistleblower protections to require public employers to allow
anonymous reports.
- Requires
Oregon Department of Justice to develop a mandatory training program,
and a manual describing implementation standards that must be
consistent with Bureau of Labor and Industries' rules.
- Requires
the Bureau of Labor and Industries to study whistleblowing activities
and make recommendations.
Oregon has
weak whistleblower protections for state employees and others.
This bill is a small step toward adopting reasonable whistleblower
processes.
We are indifferent as to whether the rules are adopted by the Oregon
Department of Justice or by BOLI (as provided for in the -2 amendment).
